It is increasingly becoming unlikely Congress will provide the Defense Appropriations Bill, or any other Appropriations Bills to the President, however. The other defense bill of importance – the Defense Appropriations bill – will have to wait until September before Congress provides legislation to the President. President Obama has expressed that OCO funds cannot, and should not, count because the Services cannot plan and budget programs using one-year money. The White House has previously expressed objections to the way Congress chose to fund the Department of Defense – using Oversees Contingency Operations (OCO) funds, which are one-year allocations. Whether or not President Obama signs the NDAA is anyone’s guess. As far as defense bills are concerns, the House and Senate are wrapping up negotiations concerning the Fiscal Year 2016 National Defense Authorization Act (NDAA), and should have a final bill to the President for signature by August 7, when members return home for recess. Congressional action – or inaction – is beginning to hint that we could be headed for another Continuing Resolution (CR) to fund the government after the end of the fiscal year, on September 30.
